JOB PURPOSE:
The role of the Strategic
Medical Lead/Deputy Head of Programmes Unit is to lead all public
health and evidence generation related activities that are undertaken
by the MSF South Asia office. This includes providing direction for
strategic planning, management accountability in program deployments,
developing stakeholder engagement strategies thereby optimizing the
department deliverables and achieving relevant strategic goals.
KEY ACCOUNTABILITIES
Expected End Results (“WHAT”) & Supporting Activities
(“HOW”)
1. Medical Research : Direct the key
research and evidence generation related activities that contribute to
the goal of making MSF-South Asia a medico-research hub for the region
and beyond thereby improving healthcare outcomes
A. Manage a team of subject matter experts
that are involved in organizing regular MRIS events such as Asia
Scientific Days, Tuberculosis Days among others; Lead the team in
thematic development, external stakeholder engagement, editorial
coordination, program findings, dissemination.
B.
Guide the team in identifying key emerging public health challenges
that are relevant for MSF operations and provide consultancy support
and recommendations to the missions as requested
C.
Lead any potential publications or white papers that can be released
by MSF-South Asia based on the ongoing activities
2. Innovation : Provide strategic
direction, advice and thought leadership in the area of assigned
responsibilities in order to position the department and the
organization as a leader in the digital health/ innovation space.
A. Monitor the innovation ecosystem for South Asian
scenario, explore ways that disruptive technologies can be introduced
for MSF- missions and guide operations in deploying relevant
strategies by acting as an interface between MSF-South Asia and the
existing innovation ecosystem in the region for potential engagement
and implementation.
B. Generate key conversations
around innovation (as a holistic definition) and align with key
stakeholders for potential program implementation.
C.
Regular monitoring of current E-Health activities.
D.
Oversee relevant evidence generation exercises from the innovation
perspective and promote publication opportunities whenever
possible.
E. Regularly engage with internal MSF
innovation units (Swedish Innovation Unit, Japan Innovation Unit
etc.), Manson Unit and Canada Telemedicine Unit.
3. External Stakeholder Engagement & Partnership
Management and Internal Stakeholder Engagement
A.Lead in developing sustainable
partnerships with key policymakers, Governmental bodies, academic
institutes, public health organizations among others in South Asia and
beyond that support wider aspirations of the MSF movement
B. Build a stakeholder engagement strategy by acting as
interface between key external and internal stakeholders operating in
areas of public health relevance that are aligned with MSF activities
(both South Asia and globally)
C. Increase
opportunities for MSF Operations, Access Campaign, other Access for
Products of Healthcare initiatives and other partners to have
conversations, make connections and use learnings to find
efficiencies, improve outcomes, encourage change and create a culture
of best practice.
4. Program Vision/ Long term
strategic planning .
A. Formalize strategic
end-goals based on clearly defined intervals and associated
deliverables for creating a specific identity of MSF-South Asia within
and outside the MSF movement
5. Program management
A. Focal point for managing all MRIS related
activities from implementation of programmes, budget, timeline and
team management perspective and any other activities as required
6. Strategic support to the Head of Programmes Unit
A. Act as deputy to the Head of Programmes Unit
when needed and as delegated by the Head of Programmes.
Requirements
Other Indicative Requirements:
Educational Qualifications & Functional / Technical
Skills
Medical background with post graduate
degree/ diploma in public health or community medicine. MBA or diploma
in healthcare planning is also preferred
Relevant Experience (Type of experience and minimum
number of years)
Minimum 7-10 years post
qualification working experience in leadership roles for public health
organizations (involved in program management, strategic planning,
policy support etc.)
MSF field experience is
essential
Good understanding and knowledge of
medical issues and challenges in humanitarian settings, and MSF field
settings in particular.
